So you want a prompt before allowing any file to open?
The exploit mentioned here is no different from inserting a CD in the drive and having it autorun a program, if the program it autoruns is a malicious program it will carry out the very instruction that it has been engineered to carry out. If Microsoft were to create a dialog box that warned users when trying to install AOL instant messenger that adware, malware, and other nasty programs will automatically be installed without the user's consent (which actually happens even if you choose not to install any additional partner software) then they would be dragged over the coals by the same people who are complaining here. The complaint would be that Microsoft is trying to keep you from installing and using competitors products.

The only way to secure the environmet based on the requirement of not being able to launch programs (exe, bat, etc....) would be for MS to distribute all the apps with the OS so users will never have to install anything. But this also produces complaints from the same crowd.
