But I'm guessing there would be unintended consequences. The most obvious being that only multi-billion dollar corporations with legions of lawyers could afford to market software. And consumers would end up paying the liability tab, as usual. MSFT would just raise the price to cover the costs and then blame the liability laws.

I really understand the sentiment and can relate to the frustration that inspires it. Ultimately the best way to fight back against MSFT's lack of security is to exercise your choice about which operating system you use. If all you do is chat, Email, surf the web, listen to music and burn CD's, you don't need Windows to do that anymore.
