Not a new concept
This is actually not a new idea. DARPA had a BAA back in 1996 (BAA-96-40) that made the "crop monocultures" analogy, but was not specific to operating systems. I submitted a white paper, which was declined. There is also a current DARPA BAA (Self Regenerative Systems) which includes similar goals .
