To disclose or not disclose...
Who's the glorious authority that will oversee disclosures and what prevents the public disclosures of security holes from going underground. Microsoft is as good at preventing public disclosure before patches are available as they are at stopping software piracy.

They are pretty much wasting their time blabbing about an intrinsic part of human nature that has been around since the beginning of time. People are curious and what one human discovers and attempts to hide can be deduced and deconstructed by another, or even be found out through parallel discovery. There are enough humans on this planet of the intelligence necessary to understand computer science, such that probability predicts that there is no way to keep anything secure unless you make it such from the beginning.

Combine this with the vicious, preditory nature of humans and the only weapon available is prior notification so you can either take preemtive action or be prepared to deal with a situation if you get hacked through these security breaches.
