Time for ISPs to act?
Having ISPs step up and take this on would be a possibility but having been an ISP, it's not as cut and dried as it seems. Putting everyone behind a firewall creates a challenge knowing which ports need to be opened which becomes a potential PR nightmare. Monitoring traffic, even on a small network, is a daunting task and the tools which can help aren't all that helpful. Plus, as soon as an ISP accepts the challenge of protecting their customers they also accept the liability. When you're talking about one of the large ISPs with millions of customers, or even a small one with dozens, that's usually not an acceptable risk.

On the other side of the equation, the user wants to treat their computer like any other appliance - it just works. When it's a shared family computer with mulitple users, all wanting to do different things on the Internet, the challenge is compounded and the hazards increase.

Education is the best protection but talking to Joe Average about installing personal firewall software is a lot like talking to him about how the engine in his car works. He doesn't know and he doesn't want to know.
