too simplified
your model of biometric/card security is way too simplified. There are numerous encryption schemes involved in the data transfer to/from user and databank. The card may not even use the same password twice (ever!) depending on what system is adopted. If anyone has ever used PGP you have already used similar methods to what MS (and others) have proposed.

I think the overall idea of this is to eliminate some (or most?) of the "anonymous" cybercrime that is running rampant these days. How do you really know that you are conducting business with someone from Russia or from NY? With the current system, there is NO WAY to know. IP addresses are easily spoofed (ala spam), they don't identify a PERSON, but just a node on the internet, and anyone can call himself anything they please ("Lord_of_the_Internet"). By having some centralized, ordered, controlled database we can at least have some shimmer of hope that we are actually transacting with who they say they are.

Cybercrime is not on the downswing (like other crimes). It's been increasing two and three fold every 6 months. At this rate, entire continents (Asia, Africa) will have to put in "cyberprison" pretty soon (i.e. no more business with them). Billions of dollars of OUR money is being pocketed by some geeks that barely know english.

Do you have any better ideas?

I mean, it's always easy to knock some idea, but of course it would be nice to actually contribute to the community rather than just be a detriment to it with negative FUD.
