The resulting security breakdowns occur because there's a perception that security is only the responsibility of a company's information technology security officer.

I think "responsibility" is a bad choice of word here. I think "task" or "duty" would be a better word.

The sentence gives me the impression that someone being paid to do a line of work is not obligated to do it.

If security is compromised yet all employees have followed proper security procedures, it still is the security officers head on the floor.
