To catch the people responsible they need

to put bounty on the MS 'engineers' who designed this incorrigible heap of s/w they call ms windows, for their lack of foresight and mental capabilities. They should also put bounty on their 'developers' for complete lack of common sense and common development skills. They should then also put a bounty on all the ms 'managers' who allowed this monstrous s/w go out of control 10 years ago.

That approach IS GOING to work.
