The Diebold effect..
Both Ohio and Florida were big users of Diebold voting machines which were decertified for use in Califorina.

August 14, 2003. Walden O'Dell, CEO of Diebold Inc. tells Republicans in a fund-raising letter that he is "committed to helping Ohio deliver its electoral votes to the president next year."

Now the question is ... Just how committed was he?
Did it include criminal acts?

It would be trivial programming exercise to insert a date based vote alteration algorythm into the firmware. That type of modification would be able fool the existing certification tests with no problem. The only way to catch an overt modification like that would require performing a recertification test during the day of the actual election.

Now the question remains. Did any of the Supervisor of elections take any steps to confirm if the Diebold voting machines were accurately recording the vote on the day of the election?

Observation, a simple video record of the display and vote button in a random selected sample of voting machines would be enough for the subsequent confirmation. But, I doubt even that trivial step was taken this Nov 2, 2004. As a consequence, I suspect any electronic fraud will escape both detection and punishment.
