Yes and No
For my $.02, yes this qualifies as a security vulnerability because if you're checking the link in the status bar before clicking on it you won't go where you thought you would.

It doesn't qualify as a critical vulnerability because once you go to the site the correct URL will be shown in the address bar so it's not like you're completely unaware of the misdirection.

Still pretty stupid in my opinion to have IE use one algorithm to determine the URL to display in the status bar and a different algorithm to determine which URL to go to when clicked.
