So you want turnout to be what, 5% of those eligible?
Look at the way voter turnout drops every year (although this year may be an exception). Do you really think making it tremendously difficult to register to vote is going to help with this problem? Do you really think that allowing a tiny minority of those people who can take time off from work repeatedly to go jump through hoops to register would be a fair way to elect our leaders? Do you really think that a country that was founded on the idea of being a "melting pot" should place strict language requirements on being allowed to have your voice heard?

Or are you just trolling?
