You're right, I don't get it.

I get the bit where you say that it costs money to secure computer systems against unwanted software being installed, surreptitiously.

I also get the bit where you say that buying AV, anti-spyware, and firewall tools is a grudge purchase. Any risk management purchase is a grudge purchse.

But, I don't get the bit at the end where CIOs' decisions to manage the risks to their systems professionaly costs you money. If you mean that they should be beating up their suppliers to create software that is so risk free - so that risk management will never be required - then I suggest you stop and consider giving up rolling your own.
