You forget, we are discussing corporate PC's here. I can't imagine that you would be stupid enough to think that a corporate PC can operate with no listening services!

Firewalls do not only block. Any real firewall does packet inspection. Why? Because even malware uses ports that are open by necessity. If this wasn't the case THEN firewalls wouldn't even exist.
