Yes you can write but it likely won't work. You have one major hurdle, it is called auto-execution. Linux does NOT try to make all users administrator as many Windows implementations do. The ability to install anything, to manage permissions and access all require root authority and there are no magic APIs for you to exploit.

A security conscious Linux user would be prompted for root authority to run your application installation. If the end user foolishly gave up the password to load a program they have no knowledge of then the exe would run. So yes, they could do that and hurt themselves. In most Linux GUIs the user would know the name of the exe and would, if trained correctly, not allow the exe to run by clicking cancel. If running in command line mode the user would still be prompted and could decline. It is is my observation that many worms and virus and spyware auto-execute without user intervention of any kind in Windows. Now I have seen improvements in Outlook and IE but they can still be compromised. Linux users do not "benefit" from the tight integation between Windows and MS APIs. It is a feature, a nice one but a dangerous one and would be considered bad secuirty in the Linux/UNIX world.

So how can you tell by email which people use Linux? And what version(s) are they running? What kernel? And what desktop if any are they using? Linux is not one size fits all. I suggest you crack a book or two and study the OS, I learned Windows first and then UNIX, both have nice attrributes and I use them both. I prefer Linux but I don't hate MS but I think they want you to believe that everything in computing begins and end with them -- which is wrong. Hell, I even use Linux anti-virus as well as anti-spyware and Av for XP and I firewall all my boxes. Good security practices are universal.
