Regarding your question: "Was it Kerry's pledge to undertake two-party talks with North Korea versus Bush's preference for six-party talks?" I think you have your men confused. Kerry wants to include other countries in the major decisions. Bush wanted to keep it between him and Korea. He was concerned that involving others would ruin the progess he had already made.
