At Least They Are Talking
I prefer a 'return to sender control. And a law requiring a legitimate return email address. With fines/etc depending on implementation of this. A central authority controls the 'return to sender address (as the FTCs do not spam website for example) perhaps such as a PostMasters site would do with returned solicited postal mail.

This of course requires 'implementation across softwares and networks. And other problems with chronilogical compliance delegations.

But if you send all of your 'spam to FTC, this is about as quick. And I couldn't say it isn't without its problems.

Everybody should have a return email address (legitimate at that).With a working 'do not solicit mechanism reconized by an authority deemed adaquete to impose the authority.

Going into the relationships of breeding spam emails. Wich only put your privacy onto a greater 'lists will certainly not be adaquate.

From the desktop perspective,- you can never find the origin for the optin/optout emails. Opt in/opt out,need neither to be a selective engagment of arbitration ,.- non solicitaion should be a right,with authority to do so.
