Matter of National Security
If they are going to go so far as to say that people NOT keeping their personal computers safe and secure and NOT "taking cybersecurity seriously" will affect national security, then they need to come at this from a different angle.

This late in the game it will be near impossible, but maybe they should look into licensing computer users. If they think people under 18 or 16 (depending what state you're in) shouldn't be able to operate an automobile alone without first passing many tests, then why not computers?

Just my 2 cents...throwing out an idea...
