I honestly don't understand why you think it's an either or situation.
It's both if we want to keep up with bad guys.
You've a pre-9/11 mentality.

A big win was shutting off the financial air supply to Al Qeada. Didn't directly save any lives but disrupted the enemies ability to finance operations.
Same would apply to us if our economy was disrupted. More difficult to fight the war.
