They answer to the same boss in the
end, they are of the same "corporation" and perform the same duties, only on different levels. So in theory it is in house. Remember, they all do the same thing and even if you are told otherwise, they do share information and tips.

But they are all government agencies. They fall under the US Government. So they are in essence, keeping it in house.
