That would work ONLY if we had a similar system
to many European countries where even a miniority party after
an ellection gets seets based on the percentage of votes they
get. NOT a straight up and down win or loose. So once they get
some power...even a small percentage of seats, then they can
effect votes on bills and the majority parties will need them to
get a clear majoirty. Then they can make changes to bills
because they will get the best deal from the party that is
neediest and desperate enough to give the better deal to the
minnority party.
