I think he's saying that it is not fair of the OS vendor to put end users in the position of choosing between patching a vulnerability on his/her system and running a mission-critical applicaiton.
PHB: Patch our OS!
IT: If we patch our OS our server program won't work. We might as well just turn the server off.
