For users who dial up and check mail, what you say is true. For users who have a dedicated connection such as a LAN that's connected to the Internet or a DSL connection, even that is not an issue.

If I leave my email client open, and whenever it gets headers, it can request the body of the mail, then it will not clutter my ISP's server. It will not delay me in terms of getting a single piece of mail since the same amount of mail would get sent to me at the same time as it would have with the current system.

It would be possible to introduce this delay if I wanted it. If I wanted to be able to reject email on my own without ever seeing it, then it would necessarily not get downloaded until the instance I try to look at it -- unless it's from a trusted source as you said.
