Ludicrous? Entirely wrong on both counts.,
1. Very few ISPs host inboxes that do the sort of bulk mail that would move the needle on their storage requirements. If they do have customers with that do that sort of bulk mail, then those customers should be running their own e-mail servers (and the ISPs can open SMTP port 25, which many of them have closed due to spamming). When you consider how this approach would reduce the storage requirements for recipients, the net storage requirements for ISPs would go down, not up.

Who might see storage requirements go up? E-mail service providers like IMN.com or TOPICA.com who provide bulk e-mail infrastructure to bulk mailers might see their costs go up. But, then again, not really. If designed correctly, you shouldn't need a separate copy of a bulk mail piece for every recipient. You only need one (ever hear of mail-merge?). If the storage costs do go up, then those costs should be born by the bulk mailers (how perfect is that?... increase the cost of bulk mailing = a huge drop off in spammers because only legitimate bulk mailers will have the business model to survive).

2. The CEO you speak of, as well as any other e-mail recipient, can identify trusted senders whose full e-mail message is always downloaded, thereby making the system emulate the way e-mail works today. Unknown/Untrusted/First-time senders are automatically put at a disadvantage which is exactly what we want to happen.
