We already have the means to stop...
most spam. A mail server simply verifies the domain suffix of the sender's E-mail address against the MX and A record(s) IP address as reported by the hosting name server. If they don't agree, most likely the mail is spam and has been sent thru a poorly managed open relay mail server. 90% of the spam going thru my mail server has the sender's e-mail address spoofed. However, the IP of the host that delivered the mail is not spoofed. If that IP does not match the MX and A record for the spoofed sender's domain portion of the e-mail address, the mail is not legit.

Nothing works 100% of the time, but this would stop most of the spam being sent today and no new methodologies have to be put in place.

I guess old technologies don't generate the revenue for IT providers, even though they work. So new ones are proposed that won't work any better. But they will provide revenues for those proposing such. CONSUMER RIP OFF is the term for that!
