You misunderstand...
Don't be short-sighted. This is a bug in the JPEG code embedded in GDIplus.dll, which was widely distributed by third parties. The browser is only one vector of attack. You could view a JPEG in Visio and an appropriately crafted JOEG would have an effect. Same with Word. At least one CD Writer program. On and on.
