Absolutely not! The best way to stop spammers is to send them to JAIL. Companies like Microsoft and Amazon have to step up and sue spammers civilly only because law enforcement won't get off it's a** and prosecute these spammers as they should be (for fraud, CAN-SPAM, etc..)
