Saddam: Can you security screen someone who is a terrorist?
Bush: Oh, sure. We have to. There is a Homeland Security rule saying we have to screen out anyone who is a terrorist.
Saddam: Then why don?t you screen me? I?m a terrorist. Ask anyone they?ll tell you I?m a terrorist. Ask Osama.
Bush: Because he?s a terrorist too.
Saddam: Then ask the others at GITMO, they?ll tell you I?m a terrorist.
Bush: Because they?re terrorist, that?s why.
Saddam: Of course, they?re terrorist. I just told you they were terrorist.
Bush: You can?t let terrorist tell others whether you?re a terrorist or not, can you?
Saddam: So can you screen out Osama?
Bush: I sure can, but first he?ll have to tell me he?s a terrorist. That?s the rule.
Saddam: Then why doesn?t he ask you to?
Bush: Because he?s a terrorist. He has to be a terrorist to plan and execute terrorist acts, but first he has to tell me.
Saddam: That?s all, just tell you?
Bush: That?s all. He just needs to tell me.
Saddam: And then you can screen him?
Bush: No, I can?t screen him.
Saddam: You mean there?s a catch?
Bush: Yes, there?s a catch, a Homeland Security Catch 22. The Catch 22 is: Anyone Who is an Admitted Terrorist, Doesn?t Need to go Through Terrorist Screening. It causes long screening lines at the airport.
Saddam: That?s some Catch -22
Bush: It?s the best there is.
Osama: I guess I go pick up my boarding pass then.
