So what is the answer?
Really, I think it is quite simple. The legal systems need to ban these lowlifes from ever using a computer again. I mean never, ever again. Would that be hard to enforce? Of course it would, but if caught the scum could be imprisoned for many years.

With such a ban, the computer industry would not be able to hire such people. Therefore no job and no incentive.
