They want to send the subtle message that this kind of behavior, while it may get you in trouble, will land you an extremely high paying job. Think about it. Most Americans spend upwards of $20,000 on college, only to come out expecting to maybe get a job starting out at $30,000 (bachelor's degree, decent grades). Meanwhile, in addition to the $20,000, they also spent 4-5 years of their lives in college. Now, a script kiddie (high school education, maybe not even complete) can write a few viruses, get a jail sentence probably not likely to exceed 12-18 months, and then have a high paying job as a security professional, probably upwards of $60K, before he's even 20. Anyone else see the incentive?

Throw on top of that, that the antivirus and security product sectors have EVERYTHING to gain by encouraging this sort of behavior, as the more of it that goes on (virus writing, hacking, etc) the more people will buy their products. Without those virus writers, their product serves no useful purpose. It ends up being de-facto extortion. They (as an industry) create the problem, that justifies their products. Kind of like in MI2, you create the supervirus, so that you can sell the antecdote.
