Microsoft is between a rock and a hard place
Consider the simple fact that Windows (warts and all) was written in a pre-security era. Now that it has been attached to the Internet, it requires security. That's a no brainer.

However, Microsoft cannot simply bolt on the necessary security to make it secure without breaking all that other code. So they cobble it for 90% of the code and hope the other 10% doesn't bite it too hard.
