The fundamental problem with software design
"As far as security, Microsoft (and others) are getting better. The problem of course is so are the criminals..." as you said, is what is going on and is the fundamental problem. Developers are having to work in an open-ended environment where they cannot be reasonably expected to develop code that is free from an infinite number of exploits that may, or may not have been even conceived yet, not and have the program be of any real use. To be truly secure, every possible scenario and condition must be expected and tested against the product, and that is an impossibility, even in this computer age.

Criminals on the other hand, are working within a closed-end environment, where there is no uncertainty, where they are able to reverse engineer the final product, and develop a single, or multiple exploits to the way the code was implemented. Because of this, they will always have the advantage, and ultimately, all software will fail when subjected to their scrutiny.
