Must be nice to be so clueless...

Do you know what GDI+ is? It's a core part of the OS (the graphics rendering part, actually). It's not part of any additional software you install (from MS or otherwise). Ok, fine, I think you understand this part.

Now, according to the bulletin, it is GDI+ itself that is affected. Yet, if you DID install SP2, as you should have, then you should be able to understand the next part, from the same bulletin:

"Important Windows XP Service Pack 2 (SP2) is not affected by this issue. Windows XP SP2 users only need to update Office (if installed)."

So basically, it goes like this: GDI+ (core part of OS) and other add-on apps are affected. Except if you did install SP2, then *only* the other apps are affected.

Which part do you have a difficult time understanding?
