Yes, they refuse to publish SPF records for their outgoing servers. Although they've said they will use it for incoming checks into hotmail.
Doesn't matter though, because its gaining quick acceptance, and when Microsoft is the only major provider holding out against SPF, you could simply put in an exceptions list for their servers. Just like a whitelist or blacklist is done now.
