In the end when the only major email provider refusing to publish SPF records is Microsoft, you could either add a local list of MS mail servers to the email filters or just shove all their mail through heavy filtering.

Any MS servers that not on the local list would go through the heavy filters.

A similar thing is done for the blacklists anyway, so this isn't much different.

So even if Microsoft continues to obstruct SPF, you can work around them.
