But thats exactly what they're supposed to do.

If the spammer uses real information & SPF record they are caught by the black list filter, if they use fake information then the SPF record doesn't match and they get filtered at the SPF check.

Either way they've been filtered.

The other cases work too:

For example the spammer fakes emails as though they come from Hotmail.com, Microsoft doesn't publish SPF records for its servers. Because of this spam is more likely to come with a fake hotmail source address, and so hotmail addresses are more vigorously filtered by regular Baysian filters. They are more likely to be spam.

So even if not everyone publishes SPF records, it pushes the spammers to either publish true SPF records, or narrows the number of domains they can fake making it easier to filter by other means.
