Why not disable 'net access?
If people are really concerned about doing illegal, or at least contrary to policy, things on the Internet, then why not just cut someone's connection? That's what they do in the US military.

At the base I'm at currently, a year or two ago they had an Internet porn crackdown and gave people a 6 week notice that they would be looking at accounts. Even with that much notice, they still caught about 4 people. Some of the civilian people were fired (due to prior histories), but the military personnel were warned and had their Internet access removed.

So, IMO, if someone is fired for porn surfing, there's a political reason behind it. Otherwise the company could just block 'net access.
