Actually, costs nothing...
Two points -- first, it would cost the FBI ZERO to make the fake orders -- just issue a chargeback immediately after they are made.

What happens -- when a merchant receives too many chargebacks -- their merchant account is DELETED -- almost automatically.

Second point -- the money INVARIABLY does not go to Russia, or Romania or China -- these countries may HOST the activity, but they CANNOT GET MERCHANT ACCOUNTS.

So, guess where the money is processed and where it goes? Either the USA, Canada or Europe -- where it is easy to get a merchant account.

Again, one of the biggest falacies is that all these Russian or Chinese gangs are doing this -- when in fact, the money more than likely ends up in the USA (the overwhelming percentage of it at least).
