Not entirely so...
Zhenchyld wrote, "Many developing countries lack legislation to even prosecute netcrime, and I'm sure in some cases the local authorities are profiting form it."

This is not entirely true, I used to think that until I was transfered to work in Latin America as a Support Technician. Belive me, all the spam comin out of this area of the world is from virus/malware infected computers. Most people in developing nations use pirated copies of Windows. Microsoft is catching them through updates and the average tech there is disabling auto-updates. The mindset is that the Internet is a place to get free software, videos and music including anti-virus software. They like name brands and all of the retail versions of security software are virus infected.

I stop this stupidity with my clients, but I am also the most expensive technician in the area. To date I have over 200 computers now under my control and no longer spewing spam.

My rule of thumb that I tell my customers in the security lecture is, "It is not always OK to Click OK."
