Wrong Answer. Follow the MONEY!
At some point, the spammers have to process credit cards or use other methods to get the cash. One finds it interesting why the FBI or the credit card companies themselves don't take more interest in blocking the merchants doing the processing.

Answer: Credit card companies make millions of dollars in service fees by ALLOWING the spammers to continue operating.

Who wants to stop the cash cow?
