Already happening
For those that do not know...this is already in effect for some companies and govt agencies. Many use a form of device (token) combined with a password or pin for login on the systems. This ties the id to the person. Further it can be set to require the token for any outgoing email (digital signature) and for some they can require it to open your web browser or a web page. So the day when everyone is tied to an id and is required for internet use is not that far away.
