Or for people in charge of the office to implement and enforce a usage policy. There is a tendency, for example, for Town employees where I live to use their work accounts as their own. This leads to compromised computers and spam generation using town domains. Despite clearly present damage and a years-long push for computer and Internet usage policies, they have yet to enact or enforce one.

Note: This is a response to "Less bloody alternative" - I hit the wrong button.
