Spammers Work for Somebody!
Stop that somebody - Fine the clients.

If the spammers don't have any clients, then they will not be able to earn money. That's the ONLY way you can stop them. The spammers thrive on technical challenges, not ethics. And they will always find a way to beat the system. But to survive, somebody has to pay them. Why can't the US go after the clients?
