Apple has little desire to fix problem
According to the people I know at college the only reason most people use iTunes is so that they can swap songs using myTunes and now ourTunes. At the big schools that can be up to 60,000 students on one network. Plus, no one is really watching this kind of song swaping. Why would Apple really want to even fix this? They get a lot of people using iTunes.
