For the home user they have this catch-22.
They have to use the Internet to get updates which is potentially enough to compromise the computer.

The old AOL disks used to make you dial a 1-800 number first to register etc.
This could be a direct connection to microsoft.com and made part of the startup.

If you had DSL they could vpn for updates prior to starting services.

No matter what they will have to provide a skip or cancel button and this would be the simplist therefore most common selection.

I didn't even know it was a problem but there you go. Live and learn.
