What OS are you running? With the exception of Windows 9x, any popular OS today can be locked down to such a degree as to make what you describe difficult. Suppose you have Windows XP.

Step 1: Wipe out your system and rebuild it. Get rid of the old OS completely. Format the drive and reinstall. Install patches/updates/AV from CD before you ever connect to any sort of network.

Step 2: Take away administrative access from everyone's everyday account. Have a special administrator account. Don't give that password to the kids. Don't use it for anything but administrative tasks. No administrator should be casually surfing the net, playing games, editing pictures, etc.

Step 3: If someone gripes, lock them in a closet with a bitter, angry, hungry mongoose.

Problem solved. If you're using Windows 98, don't. It's just not up to par, and never will be. Ideally, use Linux, but I acknowledge that it has a sharp learning curve.
