New virus disguised as PayPal e-mail

For you geek heads. I signed up for paypal last week and a day later got the .scr email several times, but did not think anything of it and would get to it later thinking not unusual for a company to confirm or want more info right after sign up. After all I could have not completed all the info they asked for. So a day later I get to it and see the .scr and think somethings fishy. I was saved, but I was not aware of this fraud so was very vulnerable because of the timing.

Why can not law inforcement arrest these people if they give known email addresses they use to get the info on my account? This is clearly criminal, isn't? This should be simple to find them and track them down. What am I missing???
