I've just rechecked CERT & others -- you're incorrect
Except for Microsoft, I haven't been able to find a single other source that says the patch actually works. And even MS doesn't claim it wasn't applied to IIS Rel. 5 servers. They imply it by not addressing the issue at all -- only claiming the patch had been available since April -- April BTW was when that exploit was first identified.

However, Rel. 6 servers were also compromised, and they were (and are) supposed to be immune to the problem. The sources that directly address this issue all say the patch was applied, and there is no more reason to disbelieve them than there is to disbelieve you. The monitoring agencies confirmed that the compromised systems they found were either patched or Rel. 6 -- there was no patch for Rel. 6.

The only fix for IE is to disable the ADODB.Stream Active X control, and MS has admitted that their products will continue to default to installing with that control enabled.
