Bad idea
I've been wracking my brains and I can't think of a single good thing that would come out of this. I suspect the most likely outcome is we would end up with "legitimate spyware" alongside the existing spyware. I can't imagine that the original unwanted spyware would suddenly vanish as a result of this. I personally dread the idea of spyware becoming "legitimate" like this anyway. It would put a more acceptable face on it, which is the last thing we want.

Also, here's a thought: If I were to start following someone around, peeking through their windows and sorting through their garbage, I would be accused of harrassment, stalking and possibly voyeurism. I would most likely be arrested, and rightly so. How come is it then that companies are allowed to get away with the digital equivalent?
