If I spoof my IP address, or use an open relay, I would have to know the domain of that IP/relay. I could not send an email from me@hotmail.com if the IP/relay is from google.com. As for the name, that would take another step - which may or may not be part of this specification. I would have to query the STMP server at the IP address and ask it if it is a legitimate email address.
