Are these things in the file system of the device or embedded in the firmware? If the latter, it would be near impossible to fix them. From HP's statement it sounds they are just installed on the file system.

That being the case I'd plug it in to Linux and repartition.

As for needing a USB key to install a floppy, I believe these are USB floppy devices, requiring the drivers. I haven't seen a proliant with a floppy channel in a while.
